Sure a link from .edu and .gov will help PR, but it's no different than having a link from other sites that carries the same PR as those .edu and .gov sites...

Google Juice VS Orange Juice
Sure orange juice can provide you with calcium and vitamin, but "Google Juice" privides you with more than that and it's far more addicting and yet satisfying if you can get some. Of course, "Google Juice" isn't as easy to get and will cost you a lot more than Orange Juice.
